Feature to filter learners by course id

The learner page in platform should accept course_id url query param and add a filter for course_id to only show learners for the selected course id. the UI should have option to reset filters or change filter to select another course from the same organization.

We can add progress bar to the filtered list when the learners list is filtered by one course
